Vietnamese man kills several dogs, drinks their BLOOD on live TV while laughing! Act Now!

This is sooo unacceptable to me .This guy needs help and must be locked up in jail
or else he will do the same thing to people or their neighbours too!
He is sick to the core and let's not let this scumbag getaway from it!
